Since 1947, the training of Assistant Superintendents of Police was conducted at police college Sardah, an institution established in 1913. After 1971, makeshift arrangements were made and training of officers was conducted at the civil services academy Lahore and Police Training College, Sihala.

The National Police Academy was established in 1978 with the Commandant having his office in Islamabad in a rented building and the training wing with ASsP officers Mess, 31 km away at Soan camp, the training left a lot to be desired. Naitonal Police Academy with meager resources available could barely train the ASsP, while very few courses were offered to senior Police managers due to dearth of training facilities and lack of professional trainers.

In 1989, the then governament appreciating the need for a proper academy for the Police directed the planning and construction of National Police Academy. Things began to change in 1993 when the caretajer Prime Minister, Mr. Moeen Qureshi, made an inital grant of five million Rs. from his discretionary fund.
